Cement Jacket Rammed Earth

Not planning to use the cement jacket system ( although I am very impressed) as we want the look of the earth. I am interested in some information on the compaction tool used, it looks like a wacker packer of some kind. Is it a customised unit or off the shelf? petrol or phematic?
